DGFEZA had the inauguration of 2nd commissioner Choi, Byung-Rok on 4th Aug with Gong, Won-Sik vice governor of Gyeongbuk state affairs, Kim, Yeon-Chang vice governor of Daegu state affairs, Jang, Gyeong-Sik chairman of DGFEZA Association, and Park, Sung-Tae vice chairman and 150s people in attendance.

Newly appointed commissioner Choi spoke his duty of heavy responsibilities to take the head attracting future food item industry of Daegu and Gyeongbuk. And he promised inhabitants to commit himself to developing DGFEZ utilizing human resource networks and abundant official works.

Newly appointed commissioner Choi presented core tasks for successful DGFEZ through inaugural address. In detail, he presented that First, to establish specific strategy for development to ‘Global Knowledge Creative Base’, Second, to promote organically and complexly along IT Convergence & Fusion, High-Tech Components, Green Energy, and Knowledge Based Service Industries, Third, to develop investment-attracting Global Business District, Knowledge Industry Complex, and provision of creative talented people, Forth, to extend potential growth of local industry and be active inviting customized investment in targeting Knowledge Based Business that creates good jobs, Fifth, to improve the system and establish infra through positive communication and collaborated efforts with government, city, province and inhabitants.

He, particularly, expressed his determined resolution to make certain success story of Daegu and Gyeongbuk utilizing strength of Daegu and Gyeongbuk and opportunities of global economy change.

Meanwhile, Gong Won Sik vice governor of Gyeongbuk state affairs requested that “DGFEZA should become dynamic force for development of new Daegu and Gyeongbuk in spite of domestic and foreign difficult conditions”, and Kim Yeon Chang Daegu vice governor of state affairs promised that “I do support profusely to prosper win-win of Daegu and Gyeongbuk.”

I give appreciative thanks to Gyeongbuk Governor Kim Gwan Yong, Kim Yeon Chang vice governor of Daegu state affairs, Jang Gyeong Sik chairman of DGFEZA Association, Park, Sung-Tae vice chairman, Park Done Gyu Economic Transportation Chairman and other guests for celebrating this event.

I feel much highly honored to work with staff members as 2nd Commissioner of DGFEZA. I assume heavy responsibilities that our Authority should lead Food Items Industry and invite it as Future Industry. However, I pledge myself to you that I should carry out these heavy responsibilities according to plan with all my wisdom and abilities.

Global world is fast changing to knowledge-based economy that the creative knowledge and innovation are the source of added value. DGFEZA is launched with regional residents’ desire to make a new leap forward to the center of the world, having promoted new growth industry of Daegu and Gyeongbuk during changing flow of global economy in 2008.

Our Authority makes much effort to meet residents’ expectations, however, there are yet problems awaiting solution to be solved. I will push ahead with selecting core strategic tasks for DGFEZ to become growth engines for supporting Daegu and Gyeongbuk.

At first, I arrange the specific development plan and promotion strategy for DGFEZ to become ‘Global Knowledge Creative Base’ with using close analysis and evaluation of 3 years-results. Also, I make DGFEZ as the synergy effect to be promoted complexly and mutually relevant with industries such as IT Convergence & Fusion, High-Tech Components, Green Energy, and Knowledge Based Service Industries about education, medical treatments, culture and so on.

I should develop our zone as pleasant Knowledge Based Industry Complex, provision of creative talented people, and investment-attracting International Business District. I make an effort to select the promoter of the districts where development of promoter has not yet been selected as soon as possible. On top of that, some districts under the development or on the drawing board will be carried forward as soon as possible.

Above all, I will discover certain industry which can become responsible for 10 years later of Daegu and Gyeongbuk and draw or attract new businesses with strategic and speedy entrepreneurial spirit. It is dependent on drawing investments whether DGFEZ get successful or not. I will expand potential growth of local industry, and conduct customized investment-attracting activities targeting knowledge-based manufacturing and service which create better jobs.

DGFEZ will dynamize economies of Daegu and Gyeongbuk because it is the core business to create high-quality employment as possible. I think that we make success story of Daegu and Gyeongbuk if we utilize the pros and cons we have.

I resolutely carry forward the institutional improvement by expanding infra and program in order for our DGFEZ to make Knowledge Ecology that the knowledge is created, utilized, and expanded. In regard of this matter, I lead collaborated efforts with positively communicating along the relevant authorities, city, province, and local inhabitants. In addition, our DGFEZ will turn over a new leaf to fully dynamic authority with certain confidence. I will take the initiative in successful DGFEZ making future food items in Daegu and Gyeongbuk with vocation. I appreciate again all honored guest and staffs who came and participated despite your busy schedules and ask continuous interests and supports adding in inauguration. Thank you.

대구경북경제자유구역청은 8월 4일 경상북도 공원식 정무부지사와 대구시 김연창 정무부시장, 대구경북경제자유구역청 조합회의 장경식 의장과 박성태 부의장 등 150여명이 참석한 가운데 제2대 최병록 청장 취임식을 가졌다.

신임 최병록청장은 취임식에서 대구경북의 미래 먹거리 산업을 선도해서 유치해야 한다는 소임에 무거운 책임감을 느낀다고 밝히면서, 풍부한 국정경험과 인적네트워크를 활용하여 대구경북경제자유구역의 발전을 위해 헌신할 것을 시․도민에게 약속하였다.

최병록 신임청장은 취임사를 통해 대구경북경제자유구역의 성공을 위한 핵심과제를 제시하였다. 첫째, 그간 성과를 평가하여, 2020년까지 ‘글로벌 지식창조형 거점지역’으로 발전을 위한 구체적인 전략수립, 둘째, 대구경북경제자유구역에 IT융복합, 첨단부품소재, 그린에너지, 지식서비스 산업간 상호 유기적이고, 복합적 육성, 셋째, 쾌적한 지식산업단지, 창조적 인재의 공급, 투자매력이 넘치는 국제비즈니스지구로 개발, 넷째, 지역산업의 성장잠재력를 확대시키고, 좋은 일자리가 창출되는 지식기반 기업을 타깃팅한 맞춤형 투자유치 활동, 다섯째, 관계부처, 시․도, 지역민들과도 적극적으로 소통하면서 공동노력을 통한 인프라 구축 및 제도개선을 제시하였다.

특히 대구경북의 장점과 세계경제변화의 기회를 활용한, 특화로 대구경북의 성공신화를 만들겠다는 각오를 밝혔다.

한편, 이날 취임식에서 공원식 경상북도 정무부지사는 "국내외 어려운 여건 속에서도 새로운 대구경북의 발전의 동력으로 자리매김 할 것"을 당부하였고, 대구시 김연창 정무부시장은 “대구경북의 상생번영을 위해 아낌없는 지원 하겠다"고 약속했다.

오늘 이 자리를 축하해 주시기 위해 참석하여 주신 경상북도 김관용 도지사님과 대구시 김연창 정무부시장님, 조합회의 장경식 의장님과 박성태 부의장님, 대구시의회 박돈규 경제교통위원장님을 비롯한 내빈 여러분께 감사의 말씀을 드립니다.

 

저는 대구경북경제자유구역청 제2대 청장으로 직원 여러분과 함께 일하게 된 것을 매우 큰 영광으로 생각합니다. 우리 청이 대구경북의 미래 먹거리 산업을 선도해서 유치해야 한다는 소임에 무거운 책임감과 함께 어깨가 무거워짐을 느낍니다. 하지만 제가 가진 모든 지혜와 역량을 발휘하여 막중한 소임을 차질 없이 수행할 것을 여러분께 다짐합니다.

세계는 창조적인 지식과 혁신이 부가가치의 원천이 되는 지식기반경제로 빠르게 이행하고 있습니다. 우리 청은 지난 2008년에 변화하는 세계경제 흐름 속에서 대구경북의 신성장산업을 육성하고, 세계의 중심으로 도약하고자 하는 지역민의 염원을 담아 출범하였습니다.

 

우리 청은 지역민의 기대에 부응하기 위해 많은 노력을 기울였습니다만, 아직도 해결해야 하는 많은 과제들이 있습니다. 저는 대구경북경제자유구역이 대구경북을 먹여 살릴 성장동력이 될 수 있도록 핵심적인 전략과제를 정해서 추진하겠습니다.

 

먼저, 지난 3년간의 성과를 면밀히 분석․평가하여, 이를 토대로 2020년까지 ‘글로벌 지식창조형 거점지역’이 될 수 있도록, 구체적인 개발계획과 유치전략을 마련하겠습니다. 대구경북경제자유구역에 IT융복합, 첨단부품소재, 그린에너지, 그리고 교육․의료․문화 등 지식서비스 산업이 상호유기적이고, 복합적으로 육성되도록 하겠습니다.

 

쾌적한 지식산업단지, 창조적 인재의 공급, 투자매력이 넘치는 국제비즈니스지구로서 발전될 수 있도록 우리 구역을 개발하겠습니다. 아직도 개발사업시행자가 지정되지 않은 지구는 조속히 개발사업시행자을 지정하고, 실시설계 중이거나 개발 중인 지구는 조속히 추진되도록 노력하겠습니다.

 

무엇보다 전략적이면서 스피디한 경영마인드를 가지고, 대구경북의 10년 후를 책임질 수 있는 산업을 발굴하고 기업을 유치하겠습니다. 경제자유구역 성패는 국내외 기업의 투자유치에 달려 있습니다. 지역산업의 성장잠재력를 확대시키고, 좋은 일자리가 창출되는 지식기반 제조업과 서비스 기업을 타겟팅하여 맞춤형 투자유치 활동을 전개하겠습니다.

 

대구경북은 글로벌 기업들이 있고, 우수한 인적자원과 연구시설 등 많은 장점을 가지고 있는데도, 미래형 지식기반산업이 아직 활성화되지 못하였습니다.

 

대구경북경제자유구역은 대구경북의 경제를 활성화시키고, 양질의 고용을 창출할 수 있는 핵심사업입니다. 저는 우리가 가진 장점과 기회를 잘 활용한다면, 대구경북의성공신화를 만들 수 있다고 생각합니다.

 

우리 경제자유구역이 지식이 창출․활용․확산되는 지식생태계로 조성될 수 있도록, 인프라와 프로그램을 확충하고 제도적 개선을 과감하게 추진하겠습니다. 이를 위해 관계부처, 시․도, 지역민들과 적극적으로 소통하면서, 공동노력을 기울여 나가도록 하겠습니다.

 

우리 청도 할 수 있다는 확신으로 가득찬 역동적인 조직으로 거듭 태어나겠습니다.
